DEPARTMENT OVERVIEW
Created to both honor and renew the university's longstanding tradition of outstanding teaching and bold educational experimentation, the Teaching & Learning Center (TLC) serves all members of the UCSC teaching community. The TLC uses research and equity-minded practices to strengthen the culture of teaching, promote student success and equitable outcomes, and support teacher-leaders at UC Santa Cruz, a thriving minority-serving research institution. We collaborate with campus educators and other partners to inspire the exploration of innovative and accessible teaching practices and technologies that advance equity, foster deep learning, and increase student engagement. The Center for Innovations in Teaching and Learning (CITL) and Online Education (OE), established in 2016 and 2014 respectively, merged in 2023 to become the Teaching & Learning Center. The merger of OE and CITL allows us to bring together the expertise of both units to support the campus in navigating the contemporary instructional landscape, including pedagogy for teaching with technology. As a comprehensive teaching center, we can better serve instructors at all levels with integrated course design and delivery, promoting and assessing student learning, making equity data actionable, and changing how we evaluate and reward teaching on campus.
JOB SUMMARY
Reporting to CITL's Managing Director and working collaboratively with colleagues in the TLC, the Office of Research (OR), and the Hispanic Serving Institution (HSI) Initiatives, the Program Evaluator will design and execute program evaluation strategies and analyses that have broad campus impacts for the Center, our partners, and campus education-related grant seekers. This position serves both the Center and the campus in program evaluation, and the work centers on program-level evaluation and campus-level education-related federal grant writing, evaluation, monitoring, and reporting.
APPOINTMENT INFORMATION
Budgeted Salary: $91,850 - $107,800 / annually.
Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

JOB DUTIES
50% - Teaching and Learning Center Evaluation
- In collaboration with Center staff, designs and executes individual Center program and integrated Center evaluation plans that have broad impact across campus.
- Designs and develops data collection protocols and instrumentation necessary to conduct in-depth evaluation studies.
- Coordinates the collection, compilation, and analyzing of evaluation data to include the use of statistical methods and relational databases to analyze data sets.
- Drafts written reports, infographics, and presentations related to the evaluation process and findings.
- Works in collaboration with Center staff on program improvement actions based on evaluation findings.
- Conducts reviews of program-related documents, data files, published information and official reports.
- Manages Center database and other data collection and storage systems. Leads ongoing improvement efforts of these systems.
- Develops policies and procedures used in conducting and administering evaluation activities.
- Provides Center staff with training and support on program evaluation.
50% - Education Grants Development & Evaluation
- Works with major program stakeholders to develop innovative and cost-effective evaluation strategies for the unit, our partners, and campus education-related grant seekers that have broad impact across campus.
- Participates in federal and foundation grant proposal writing, especially with grant evaluation/assessment plans for federal education and training grants.
- Serves as external evaluator on NSF training and HSI grants.
- Designs and develops data collection protocols and instrumentation necessary to conduct in-depth evaluation studies.
- Coordinates the collection, compilation, and analyzing of evaluation data to include the use of statistical methods and relational databases to analyze data sets.
- Drafts written reports, infographics, and presentations related to the evaluation process and findings.
- Works in collaboration with stakeholders to create action plans based on evaluation findings.
- Monitors and evaluates progress of grant awards.
- Maintains records of Center education grants activities and award details.
KNOWLEDGE, SKILLS AND ABILITIES
Required
- Advanced degree in any academic area and equivalent experience and / or training.
- Experience with developing and conducting program evaluation studies in a higher education setting.
- Successful experience writing federal education and/or training grants.
- Experience serving as an evaluator on federal education and/or training grants.
- Ability to work as part of an interdisciplinary team to plan and conduct evaluations within the teaching center or in support of Hispanic-Serving Institution (HSI) and other federal education/training grants.
- Ability to collaborate effectively with colleagues and to contribute to a mission-driven, equity-minded team.
- Demonstrated commitment to diversity, equity, and inclusion in the academic environment.
- Ability to manage databases, construct data files, conduct and supervise data entry, and perform data edits/cleaning.
- Ability to identify and assess existing data sources for their potential use in program evaluation.
- Ability to train others in the methods of program evaluation, including design, data collection, data analysis, and reporting.
- Ability to engage with, listen to, and learn from a broad range of evaluation stakeholders, encouraging their meaningful participation.
- Knowledge of the distinctions between evaluation and research.
- Ability to understand the context of a program and how it affects program planning, implementation, outcomes, and evaluation.
- Familiarity with the various program evaluation approaches (e.g., goals-based, process-based, outcomes-based, etc.).
- Ability to gather data and analyze data using appropriate qualitative and quantitative approaches.
- Ability to conduct analyses using appropriate analytic tools/techniques for quantitative data (e.g., descriptive and inferential analyses in SPSS) and qualitative data (e.g., using content analysis and thematic clustering)
Preferred
- Ph.D. in any academic discipline, completed by time of appointment.
- Knowledge of or familiarity with the American Evaluation Association's Guiding Principles for Evaluators.
- Experience in the development and use of logic models to describe complex programs.
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
- Ability to work long periods of time at a computer with or without accommodation.
- The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs, and be able to fulfill requirements of the UCSC telecommuting agreement.
