Salary Range:
Construction Inspector $5,234 to $7,246 per month
Senior Construction Inspector $6,625 to $9,400 per month
*NOTE* There is one full-time vacancy and level will be determined depending on incumbent qualifications.
The Construction Inspector is the foundational-level classification in the Construction Inspector series. Positions in this classification perform routine inspections of public and private construction elements, applying inspection techniques with oversight from the City’s Senior Construction Manager and/or Senior Construction Inspector.
The Senior Construction Inspector is the higher-level classification in the Construction Inspector series. Positions in this classification perform routine inspections of public and private construction elements, applying inspection techniques with oversight from the City’s Senior Construction Manager, but may oversee lower level Construction Inspectors. Incumbent possesses the ability to perform duties with increasing independence and is required to use judgment in assessing safety and quality compliance and project coordination. The position requires specialized technical expertise, abilities, skills and experience.
Under general supervision, performs a variety of duties involved in inspecting the workmanship and materials used in a variety of public and private development/construction and capital improvement projects of City infrastructure, such as street and park work, utilities, grading, landscaping, traffic control, water quality, and public safety; ensures conformance with applicable federal and state laws, codes, local ordinances, plans, specifications, and departmental regulations; administers a variety of systems and programs for the City; and performs related work as required.
This position is non-exempt under FLSA standards.

- Conduct public works inspections for public/private/utility company projects located within the public right-of-way; review and inspect plans and projects of private contractors and utility companies and ensure compliance; assess safety conditions and recommend mitigation measures for major construction and development projects.
- Coordinate public right-of-way construction & maintenance work performed under contract including, but not limited to, traffic signals, traffic signs and striping, diversions, pump stations, street and safety lights, capital projects, and public/private utility/street work.
- Organize and maintain project records. Prepare detailed documentation and report on construction progress and inspections; prepare various reports on daily operations and activities; ensure that all conditions of approval are met.
- Enforce routine on-site safety.
- Inspect forms and subgrades prior to placement of improvements such as asphalt paving or concrete.
- (Senior) Coordinate construction activities between City departments, outside agencies, utilities, developers, and other involved parties on an ongoing basis.
- Schedule, coordinate and document all survey and geotechnical activities at various jobsites.
- (Senior) Identify, evaluate and facilitate the resolution of unanticipated complex construction issues working in collaboration with the contractor and the Project Manager.
- Communicate on a daily basis with applicants and/contractors and others to ensure compliance with the terms City Contract Plans and Specifications as applicable; coordinate the process of establishing regular and special contractor meeting schedules; attend meetings; and ensure that follow-up actions are implemented.
- Participate and make recommendations to senior management staff relative to the acceptance of the completed construction project.
- (Senior) Review and recommend approval of all progress payments for contracted construction work.
- Upon completion of the work, work with senior management staff to verify that all contract changes have been recorded on "as-built" drawings.
- Respond to emergency calls after hours if needed; and work outside regular work hours (nights) or weekends when construction schedules or senior management dictate.
- Assist the Street Maintenance and Operations team as needed on a variety of tasks, such as setting traffic control, removing graffiti, picking up trash and debris on City streets, responding to major accidents or incidents, etc.
- Ensure compliance with pertinent federal, state and local codes, laws and regulations; interpret administrative policies for subordinates, other City departments, and the public.
- Investigate field problems affecting property owners and contractors; provide information to the public; respond to citizen inquiries and complaints; perform field investigations, take photos, and prepare reports and presentations for the assigned area of responsibility.

Knowledge of:
Principles, practices, methods and techniques of public contract administration and local government operations related to public works and engineering operations.
Principles and practices of the construction industry; principles of organization, and basic knowledge of engineering cost estimating practices; and project management systems.
Pertinent construction related federal, state and local laws, codes and regulations, such as NPDES, and laws and regulations governing land development, construction and public projects.
Current public works terminology and construction practices including safety, surveying, inspection and engineering methods and materials as applicable.
Basic methods and techniques for writing, business correspondence and information distribution; research and reporting methods, techniques and procedures.

EDUCATION AND EXPERIENCE:
The following combination of education and experience is most typically likely to provide the requisite knowledge, skills and abilities:
Construction Inspector
A minimum of two (2) years of progressively responsible professional construction inspection experience;
Associate Degree with coursework in construction technology or construction inspection or related certification(s), or a related field.
Senior Construction Inspector
A minimum of eight (8) years of progressively responsible professional construction inspection experience; experience in general contract administration; supervisory experience preferred;
Associate degree with coursework in construction technology or construction inspection or related certification(s), or a related field. Bachelor’s degree or higher is desirable.
LICENSES OR CERTIFICATES:
Possession of or ability to obtain a valid California driver’s license.

PHYSICAL REQUIREMENTS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Position requires the ability to perform occasional heavy lifting and carrying; prolonged periods sitting, standing and walking including some climbing and hiking on inclined surfaces. Continuous hand use and finger dexterity needed to use computer keyboard and operate standard office equipment; occasional pushing, pulling, grasping, manipulation and reaching; and occasional use of hand and foot controls for driving. This position also requires the ability to read engineering drawings, plans, specifications, technical reports, contracts and other records. Good hearing is required when communicating on the telephone or in person.
WORK ENVIRONMENT:
The work environment described herein is representative of those an employee encounters while performing the essential function of this job. Work is performed primarily in the field and occasionally in an office environment. Controlled temperature conditions and no direct exposure to hazardous physical substances are experienced only in office environments. While in the field, the incumbent may travel from site to site; and experience exposure to occasional disagreeable elements such as noise, dust, fumes, vibration, uneven surfaces, vehicle and moving equipment traffic.
Note: All employees of the City of Dana Point are designated by both State law and City ordinance to be “Disaster Service Workers.” In the event of a declared emergency or an undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.
