Position Description:
Under the general direction, and with broad discretion, of the Designated Office of the President Office of Risk Services (OPRS) Lead and UCLA Assistant Vice Chancellor of Environment, Health & Safety (AVC-EH&S), the Chief Fire and Life Safety Officer (FLSO) will manage the UC Campus Fire Marshal Program in accordance with the Memorandum of Understanding (MOU) with the Office of the State Fire Marshal (OSFM) and Office of Statewide Health Planning and Development (OSHPD). The Chief FLSO is responsible for the ongoing review, authoring, and promulgation of the referenced MOU with OSFM and OSHPD and will advise on any actions that warrant substantive changes pursuant to the agreement.
The Chief FLSO will provide manage the UC Fire Academy Program, and will advise on the recruitment, training and oversight of Designated Lead Campus Fire Marshals (DCFMs) and associated staff (FLSO-I and FLSO-II) that will service campus and medical centers across the UC system. The Chief FLSO will coordinate with Lead DCFMs and campus constituencies to ensure stipulations within the MOU are fulfilled and that regulatory requirements are met. The Chief FLSO will facilitate staff participation in the 2-year OSHPD Fire Academy, with primary oversight provided by Lead DCFM(s) on a regional basis and construction observation and OSFM duties on a local basis.
The Chief FLSO will advise on strategies and efficiencies of Campus Fire Marshal Programs and associated tasks and responsibilities, including but not limited to:
- Fire safety building inspections
- Construction/renovation plan review, consultation, inspections and approval
- Code development and promulgation
- Cause and origin fire investigations
- Criminal investigations relating to arson and fire laws
- Emergency response to fires, hazardous materials & medical incidents
- Public assembly special events management for fire safety
- Fire safety training and education
Jurisdiction of the program includes campuses and UC Hospitals/Medical Centers, and extends to all UC owned/managed off site facilities.
