Construction Program Manager

Position Summary
The Construction Program Manager is responsible for providing leadership and direction to the professional, technical, and administrative staff of the department's Main Campus team, who are charged with managing the Campus's capital improvement projects from conception through construction.
Responsibilities include:
- Management and oversight of programming, design, project documentation, budget development, construction bid process, project scheduling, control of quality, construction management, change management, customer move-in coordination, warranty, and cost control through project completion.
- Coordinates the campus review and outside agency review of the design & construction documents and initiates high-level meetings to resolve issues when necessary. Responsible for seeing that all State, Public Works law, CSU standards, building code requirements, campus standards, and other factors are incorporated into the project design and/or construction.
- Provide expert-level leadership in the areas of design management, project scheduling, change order management, budget management, and project management.
- Collaborate with stakeholders for the selection of design-build teams and contractors while sitting in various campus selection committees. Oversees the administration of consultant contracts to support the assigned projects.
- Develop communication plans relative to project scope and stakeholders. Collaborate with various stakeholders on matters related to assigned projects and participate in the development, implementation, and update of department-wide initiatives.
This is a full-time (1.0 time-base), benefits-eligible, at-will position. This position is designated exempt under FLSA and is not eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.
The individual hired into this role will work on campus at SDSU in San Diego.
Department Summary
Facilities Planning, Design, and Construction is responsible for Major Capital planning, design, and construction programs for San Diego State University, including state-funded capital projects, residence halls, parking areas, non-state facilities and grounds, the Imperial Valley Campus, and off-campus centers. The office is responsible for all master planning, transportation planning, space planning, special studies, and administrative functions such as securing funding for projects. The office prepares and submits the annual Five Year Major and Minor Capital Outlay Reports to the Chancellor's Office. The office appoints and manages various consulting firms, and is in daily contact with Deans, other university administrators, and staff at the Chancellor's Office. The office performs liaison functions with the College Area Community Council and the SDSU Foundation Development Programs. The office also manages other aspects of Capital Projects including design reviews, constructability reviews, permitting, bidding, contract preparation, building construction, and contract close-out.

Education and Experience
- Bachelor's degree in engineering, architecture, construction management, or related field and seven years of progressively responsible experience which includes at least three years of supervisory experience.
- Experience working in higher education or institutional project management.
Key Qualifications
- Demonstrated knowledge of the laws, ordinances, and other regulations applicable to building, construction, maintenance, and repair including building codes for the state of California, fire codes, ADA regulations, and industry standards.
- Leadership and management skills to lead project committees and manage large and complex professional teams.
- Knowledge of the principles and requirements for sustainability, and to have a driving desire to create high-performance sustainable buildings.
- Knowledge of the principles, challenges, and requirements of public work contracts, and the ability to successfully manage the process.
- Working knowledge of CAD/GIS applications and their use in a design and construction environment
- Understanding of construction concepts and their relationship to building costs.
- Ability to read and accurately interpret blueprints and specifications.
- Proven ability to manage projects simultaneously.
- Demonstrated ability to successfully interact with executive management and a wide range of internal/external constituents within a shared governance environment.
Licenses and Certification
- Valid California Driver's License is required.
- Leadership in Energy and Environmental Design Accredited Professional (LEED AP) certificate preferred.
- Certified Construction Manager (CCM) certification is preferred.
Compensation and Benefits

Anticipated hiring range: $120,000-$135,000 annually
