DEPARTMENT OVERVIEW
Physical Planning, Development & Operations (PPDO) manages and oversees all University activities and services related to physical and environmental planning, design and construction, engineering, physical plant maintenance and operations, capital planning and space management, and the associated business services necessary to support these functions. The University's main campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. The department includes operating budgets of over $48 million, manages a capital project portfolio of approximately $500 million, and employs nearly 300 full-time staff to carry forth the duties necessary for the campus' development and operation.

JOB SUMMARY
Under the direction of the campus Grounds Services Manager, the incumbent is responsible for supervising the day-to-day operation of the campus Grounds Resource Recovery crew which could include limited and part-time staff and a varying number of student employees.
APPOINTMENT INFORMATION
Budgeted Salary: $90,000 - $97,500/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES
60% - Supervision and Training
- Closely oversees the day-to-day activities of the Resource Recovery employees by planning, organizing, and directing operations routines.
- Trains and develops subordinate staff and supervisors to safely use materials and equipment to maintain an orderly, safe, and efficient grounds operation.
- Schedule staff for operational efficiency, cost-effectiveness, and customer satisfaction.
- Ensures safety, hazardous materials, and Grounds policies and procedures are adhered to.
- Enforces biohazardous materials and equipment policies and procedures.
- Responsible for performance management.
- Maintains scheduling within prescribed budgetary guidelines.
- Prepares hiring documents, interviews, and hires staff and student employees.
40% - Resource Recovery Programming
- Sets short-term goals and priorities for subordinate professionals, supervisors, and support staff.
- Supports campus groups that share common waste and recycling goals.
- Evaluates need assessments for routine organizational refuse collection.
- Evaluates and coordinates special events refuse collection.
- Participates in determining billing rates for campus refuse services or other driving services.
- Oversees material recovery processes and facilities for various waste products such as paper, glass, metal, food waste, and other compostable materials.
- Oversees equipment maintenance and repairs for refuse and recycling fleet and other equipment used in resource recovery operations.
- Manages a subsection of the overall campus waste disposal system.
- Participates in developing and monitoring operational and budget processes.
- Recommends options to minimize costs associated with managing the waste stream and meet waste diversion goals and objectives.
- Assist with the development and implementation of processes to increase diversion.
- Assures inspection logs are completed daily, reviewed, and delivered to the Fleet no less than weekly.
- Ensure all Resource Recovery data collection systems are functional, complete, and accurate.
- Completes service requests, time cards, and recycling and compost collection spreadsheets.
- Required to operate vehicles as needed.
- Responsible for coordinating programs with various municipalities, governmental organizations, etc. as needed.
REQUIRED QUALIFICATIONS
- High school diploma and / or equivalent certification / experience / training
- Thorough knowledge in recycling and refuse collection operation and maintenance.
- Solid interpersonal and leadership skills.
- Good verbal, written and interpersonal communication skills in the English language, including active listening, critical thinking, multi-tasking, sound judgment, reasoning and time management skills.
- General knowledge in the use of basic computer applications.
- Strong employee supervision and leadership skills to motivate and inspire staff.
- Demonstrated organizational skills to plan efficient collection routes and employee schedules.
- Working knowledge of local and state waste management mandates.
- Supervisory experience.
PREFERRED QUALIFICATIONS
- Bachelor's degree in related area and / or equivalent experience / training
- Bloodborne pathogen and sharps disposal training.
- University of California experience
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.
- Must possess a valid license to drive in the state of California.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
- Ability to bend stoop and perform duties requiring physical agility and strength.
- Ability to work outdoors through all seasons of weather in developed and undeveloped environments.
- Ability to move materials and equipment weighing up to 75 lbs. with or without accommodation.
- Ability to accurately complete required logs and records for reporting purposes in a timely fashion.
- Per the Child Abuse and Neglect Reporting Act (CANRA), this position has been identified as a Mandated Reporter. The selected candidate will be required to report known or suspected child abuse or neglect as defined by CANRA and will be required to sign a Statement Acknowledging Requirement to Report Child Abuse prior to commencing employment.
