The HR and Independent Contractor Program Analyst will support all operational activities for the Independent Contractor Program, such as processing applications, maintaining position documentation, pulling reports, and analyzing data (e.g., risk, reports). This role will coordinate with units throughout the position filling process, including identifying and conducting appropriate employment status tests (e.g., ABC test) in compliance with local, state, and federal law. The HR and Independent Contractor Program Analyst will provide relevant data insights to support a timely and efficient position filling process and produce automated reports on application status, including requisition aging, roadblocks, and risks. This role will adapt analytical strategies based on unique Independent Contractor Program requirements and understand and manage expectations for outcomes, while adhering to timelines and balancing priorities. This role will help enable USCâs vision while championing USCâs culture and values.
*This is an hourly, part-time, resource employee position. Resource employees are not eligible to receive benefits, with the exception of basic disability and workersâ compensation, and sick time accrual.
Job Responsibilities
The candidate for the position of HR and Independent Contractor Program Analyst will be responsible for:
Possessing a general understanding of the Talent Management function, and an in-depth understanding of the Independent Contractor Program. Conducting all processes, including coordinating with units and applicants, identifying, and conducting employment tests, managing case documentation, etc.
Understanding and managing expectations for outcomes, while adhering to and adjusting timelines and balancing priorities. Â Managing independent contractor data, including maintaining up to date cases and candidate documentation in compliance with independent contractor and employment local, state, and federal law.
Building relationships with hiring managers, HR Partners, and Finance partners. Completing all independent contractor processing required, including employee tests (e.g., ABC test). Serving as a reliable colleague, keeping managers informed and updated on contractor position status with data-driven information and accurate work outputs. Executing assignments with client service principles in mind, showcasing thoughtful attention to detail. Adapting quickly to shifting requests and proactively incorporating manager feedback and insights into continuous improvements.
Maintaining an attentive and responsive line of communication with the Independent Contractor Program Manager, hiring managers, vendors, and candidates. Identifying opportunities where data analysis can be applied enhance the candidate and customer experience and create efficiencies in filling independent contractor roles. Demonstrating politeness and professionalism in communications to all, serving as a great USC brand ambassador.
Adapting quickly to shifting requests of the team and HR as needed based on resources and timing. Soliciting constructive feedback and insights from managers and proactively incorporating suggestions into continuous improvement of work. Showcasing flexibility by learning new systems or approaches to project work.
Demonstrating sound judgment in ranking competing priorities. Utilizing creativity to present solutions to challenges. Escalating roadblocks or issues to appropriate colleagues. Demonstrating root-cause analysis to uncover the source of issues.

Identifying goals aligned to overall HR mission and vision. Providing strategic guidance and coordinating supports in matters related to independent contractor coordination. Enabling the university to fulfill its academic and people missions through enhanced HR service.

Minimum Qualifications
The candidate for the position of HR and Independent Contractor Program Analyst must meet the following qualifications:
Extensive applicable experience in data analysis, project management or business administration.
Three or more years of experience in one or more of the following areas: data analysis, project management and/or business administration.
Demonstrated experience developing and identifying the requirements for a project or program.
Ability to gather information and documents to analyze information strategically.
Experience creating data analyses and reports, identify patterns, and translate meaning.
Ability to support concurrent projects, prioritize competing assignments, and work under pressure with tight deadlines and frequent interruptions.
Strong written and verbal communications skills and attention to detail.
Strong organizational skills, analytical skills, and the ability to think strategically and creatively.
Team-oriented self-starter with the ability to work independently and proactively.
Ability to provide support and guidance as needed on projects.
Ability to exercise discretion with confidential information.
Proficiency with Microsoft Office applications (Word, Excel, Outlook, PowerPoint).
Preferred Qualifications
The ideal candidate for the position of HR and Independent Contractor Program Analyst has the following qualifications:
Bachelorâs Degree in business administration, finance, psychology, communications, or another related field.
Five or more years of experience in one or more of the following areas: data analysis, project management and/or business administration.
Experience in human resources, higher education, and/or finance.
Experience working in a strategic department, or on projects related to strategy.
Experience creating complex data analyses and reports.
Familiarity with local, state, and federal independent contractor policies and laws.
Ability to translate meaning, identify issues, and make process improvement recommendations.
Knowledge of continuous improvement processes or change management practices.
Experience working in a program or project management structure or on project-based assignments.
Ability to provide a proactive approach for solutions when next steps are ambiguous.
Experience reporting and presenting findings after analyzing information or data.
Ability to help define new projects and ideas while estimating a reasonable project timeline.
Experience drafting outlines for strategic initiatives.
Ability to assist in the development and modification of HR guidelines, procedures, policies, and documentation, for efficiency within the department and university.
Excellent interpersonal skills, emotional intelligence, and relationship-building abilities.
Ability to use sound judgment in making decisions with minimal supervision.
Experience with project portfolio management (PPM) tools.
The hourly rate maximum for this position is $36.34.
