Lawrence Berkeley National Lab’s (LBNL, https://www.lbl.gov/) Environment, Health & Safety Division (EHS, https://ehs.lbl.gov/) Division has an opening for an Industrial Safety/Industrial Hygiene Professional to join the team.
In this role, you will provide advanced industrial hygiene and construction health and safety services in support of the LBNL EHS Division’s Operations Support Team. You will develop, recommend, evaluate and implement programs for occupational health and safety hazards, recommend effective controls, and provide technical expertise and field support to customers. One of the primary roles of this position is to manage and support the Berkeley Lab's Confined Space Program.
What You Will Do:
Technical Program Support
Confined Space Program
• As the LBNL Confined Space Subject Matter Expert (SME), maintain technical qualifications and provide services for this function specified in PUB 3000, LBNL Health and Safety Manual.
• Provide advanced confined space assistance and support for the entire LBNL site, including research and operations divisions, and provide training as needed.
• Provide an interface to the fall protection SME when technical fall protection services are needed for confined space entry requirements.
• Maintain an inventory of LBNL confined spaces that reflects the needed inventory criteria for maintaining a quality, functional program.
• Develop and administer a Technical Assurance Plan (TAP) along with performance metrics for the Confined Space Program. Establish TAP criteria including conformance with PUB-3000 requirements. Implement surveys, reviews or audits as required to fulfill requirements of the TAP. Report results of TAP assessments to subject divisions and EHS Division management.
Construction and Maintenance Field Support Health and Safety Program
• Serve as an industrial hygiene construction safety professional providing hands-on field work for occupational health and safety support and technical assurance for construction and maintenance projects.
• With general direction, review contractor Job Hazard Analysis, Site Specific Safety Plans (SSSPs), health and safety programs, and submittals for requisite health and safety considerations.
• Conduct written qualitative and quantitative hazard evaluations and exposure assessments and provide recommendations to prevent exposures to occupational health and safety hazards.
• Review construction and maintenance projects in a hands-on, in the field manner from a technical assurance perspective to ensure hazards are identified and appropriate controls are implemented using the EHS health and safety observations system.
• Keep the Construction and Maintenance Field Support Manager up to date on the status of projects.
Mercury SME
• Serve as the Mercury Subject Matter Expert (SME) for the safe handling, use, survey and spill response including hands-on work to perform these duties.
• Provide training assistance to building managers and emergency operations staff as needed and develop resources for staff as needed
Indoor Air Quality SME
• Serve as the Indoor Air Quality SME for the Laboratory.
• Perform indoor air quality surveys including mold spore trap, tape lift, and other sampling techniques, use of IR camera, moisture meters and various other indoor air quality meters.
• Work with LBNL’s Facilities Division to resolve indoor air cases due to ventilation, mold remediation that may also include asbestos and lead hazards.
Customer Division and Health & Safety Operations Support
• Act as a technical consultant to customer division(s) in the development of solutions and standards relative to new processes, technologies and safety policies/initiatives.
• Support health and safety issues primarily during construction phases of projects, but may also include design, planning stages.
• Prepare compliance program documents, appraisal reports, accident reports, training course materials, funding requests, and statistics that are technically accurate and complete.
What is Required:
• BA/BS and 5-7 years experience or MS with 3-5 years experience or Ph.D. with 1-3 years of significant and relevant industrial hygiene or construction safety experience or an equivalent combination of education and construction health and safety experience.
• Demonstrated experience as an industrial hygienist or construction health and safety professional with excellent knowledge and understanding of OSHA, DOE, ANSI, or other related health and safety requirements/regulations.
• Direct experience with managing a confined space program and providing hands-on support functions including evaluating spaces, providing oversight of entries and use of air monitoring equipment.
• Direct experience in applying OSHA, DOE, ANSI or other related health and safety requirements/regulations in a wide variety of construction, maintenance or industrial employer work environments.
• Experience in developing and delivering health and safety training.
• Proficiency with standard business software, including word processing, presentation software, and spreadsheets.
• Incumbent must be able to perform the physical requirements of this position including field activity involving: minor lifting (up to 25 lbs); frequent standing and walking; moving in confined spaces; climbing stairs; inspecting equipment requiring reaching with hands and arms and use of hands to handle or feel; frequently stoop, kneel, crouch or crawl. Incumbent is required to wear a wide-variety of personal protective equipment, including negative pressure, air-purifying respirator, consistent with a hands-on safety professional. This is a field safety position and will require approximately 75% in all weather conditions as well as require extensive walking, climbing, working at various heights, work on construction sites with poor footing and other construction hazards.
Desired Qualifications:
• Certified Industrial Hygienist, Certified Safety Professional or Construction Health and Safety Technician (CHST) or Technologist certification.
• Experience beyond the above stated minimum level of experience is highly desirable.
Notes:
• This is a full-time career appointment, exempt (monthly paid) from overtime pay.
• This position is expected to pay $125,268.00-$139,188.00 annually, which fits within the full salary range of $111,360.00-$187,920.00 for the H52.3- Construction Safety Spec 3 position. Salary for this position will commensurate with the final candidate’s qualifications and experience, including skills, knowledge, relevant education, certifications, while also aligned with the internal peer group.
