Information Technology positions are responsible for the security of UC Institutional Information and IT Resources. The incumbent is required to follow all applicable information security policies, procedures, and standards to maintain minimum standards of information security for data, systems and applications. Supervisors are responsible for making sure their staff have appropriate security skills and qualifications, and complete all appropriate and required security training.
JOB SUMMARY
Network Telecom Services Manager is a highly skilled and knowledgeable professional who will oversee our telecommunications and data services team responsible for the installation, troubleshooting, and repair of voice and data services on our campus. The successful candidate will ensure compliance with established campus design and engineering standards, cabling and electronics standards, as well as state and federal codes.
Working with a group of peer managers on a daily basis, Network Telecom Services Manager must have the ability to prioritize and allocate resources to incident response. daily operations and project work.
APPOINTMENT INFORMATION
Budgeted Salary: $112,000 - $123,900/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES
30% - Resource Allocation and Logistics
- Oversees the Field Operations technicians for the installation, troubleshooting, and repair of voice and data services to campus including Small Wiring Projects, Capital Projects, and Add, Move, and Change orders to ensure compliance with established campus design, engineering standards including Cabling and Electronics Standards and State and Federal codes.
- Collaborates on the design, installation, and maintenance of Campus security cameras.
- Installs and maintains Campus Cyber and POE door locking systems.
- Manages, monitors, and provides quality assurance for service order implementation and completion to meet or exceed service level standards and project/service request schedules within accepted technical requirements.
- Consults with the Service Desk on service requests and develops implementation schedules and staff assignments to assure smooth delivery of service and client satisfaction.
- Ensures that voice and data cable interconnect and building floor plan information is properly documented, updated, and maintained and that the information is provided to the documentation groups for entry into the appropriate database.
- Manages Network Infrastructures fleet of 15 plus vehicles.
30% - Staff Supervision
- Selects, coaches, and evaluates personnel on the team to ensure the efficient operation of the system(s). Initiates performance management and disciplinary action, if necessary.
- Ensures professional development with team or individual performance plans/goals.
- Provides direction to employees following established location policies and management guidance.
- Recommends salary actions, reclassifications, and job description updates.
- Supports staff in self-development and career-related training opportunities.
- Develops and implements technical and safety training programs and materials for technicians.
15% - Equipment and Infrastructure Inventory and Maintenance
- Evaluates and performs quality control on the installation of new and upgraded equipment and infrastructure.
- Responsible for the development and timely execution of preventive maintenance programs and for responsive replacement of failed equipment or equipment replacement as a part of normal equipment refresh cycles.
- Ensures the proper maintenance of all hand tools and specialized equipment, including testing instruments.
- Develops budgets for repair activities and materials stocking, quantities to have on hand, reorder points, etc., and ensures that vehicle stock is maintained and that materials and equipment used on service requests or projects are billed for.
15% - Other Duties
- May have responsibilities for negotiating contracts with vendors including administering the use of outside labor contractors to meet surges in the workload. Includes writing bid specifications, scheduling, monitoring, and inspecting contractors' work, ensuring adherence to campus specifications and quality control standards, and ensuring that contract terms and conditions are met.
- Participates in developing and monitoring operational and budget processes, staff FTE, finance, human resources, and space planning.
- Uses and applies principles and operating policies to provide solutions to more complex telecommunications and data network issues including the development and implementation of procedures for technical installation, troubleshooting, and repair and testing of communications equipment and services.
- Provides assistance in the development of the PCR360 systems to manage work orders, scheduling, workflow, and plant/active electronics inventory.
- Supports the department's goal of providing positive, innovative, and effective customer service through the performance of job functions. Works cooperatively with other Core Technology units to achieve and maintain a strong customer service environment. Develops and implements ongoing methods of monitoring customer satisfaction.
10% - Communication Processes
- Communicates weekly status of communications projects and trends in workload to senior management and the Engineering and Construction Group.
- Establishes appropriate metrics and workload standards and collects data to characterize work trends and benchmark unit activities.
- Monitors reports and takes actions as required to meet campus service level agreements and to quantify individual technician performance based upon number of tickets, times to close, and ticket complexity using both IT Request System And PCR360 Telemanagement system.
- Provides information to keep resource loading current (the way by which capacity and demand for technician services are monitored for capital projects and operational load).
- Participates in the development of long-range plans for communications systems.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and/or equivalent experience and/or training.
- Demonstrated knowledge in installation and troubleshooting both copper and fiber optic cabling working with fusion splicers, network certifiers and OTDR.
- Advanced knowledge of the practices and techniques of the voice and data field and the ability to determine a course of action based on guidelines.
- Thorough knowledge and experience working with network management systems.
- Technical knowledge and skills associated with voice and data network systems.
- Demonstrated skill in managing technical staff.
- Excellent oral communication skills.
- Excellent written communication skills.
- Ability to gather, organize, and prioritize work assignments, with limited guidance.
- Ability to communicate complex information in a clear and concise manner.
PREFERRED QUALIFICATIONS
- In-depth, advanced understanding of various network hardware platforms, network related protocols and software.
- Advanced knowledge of professional communications and network systems in the completion of diverse assignments.
- Knowledge of Microsoft Office Word, Excel and Project software.
- Knowledge of CAD or cable management system tools.
- BICSI, Leviton, Fluke, Cisco or other industry inc Project Management wide certifications.
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.
- Must possess a valid license to drive in the state of California.
- The selected candidate will be required to work all scheduled hours on-site.
- Ability to respond to emergencies after hours as necessary.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
