About the Position:
Extension and International Programs (EIP) collaborates with University departments and colleges on unique programs for students from the community and around the world. We are seeking an exceptional individual to join our team as the Program Developer (Extended Education Specialist II). The ideal candidate in this role should have a positive attitude and an active, energetic mind that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.
The Program Developer drives the complex work needed to fulfill the mission, strategy, and enrollment and revenue goals of the California State University Fullerton's Extension Programs; collaborates and further works in tandem with campus-wide stakeholders; and cultivates relations with, and partners with, practitioners in the field/industry related to the discipline of the program(s) being developed or revised. The portfolio of the Program Developer will be based on valid industry needs and includes self-support non-credit, credit, customized, workforce development, and other emerging programs that meet industry needs. This role comprises a blend of external relationship building and nurturing, collaborative and productive work with internal stakeholders, and product creation involving curricular and instructional design/learning design that is in direct collaboration with faculty, campus stakeholders, SMEs, and program administration.
Brings expertise in educational program development, works across many fields/industries, and exercises a strong and proven ability to understand industry trends, skills forecasts, and current labor, educational, and training demands in the field/industry. In response, ideates with relevant stakeholders and develops targeted programs to meet both current and future industry, educational, disciplinary, and workforce needs. Actively brings programs from the point of ideation to development to launch to continual assessment to revision and remain nimble in meeting labor needs and delivering self-support programs that are current and relevant to the field(s) they represent.
Under the direction of the Associate Dean of Professional Education and Strategic Initiatives, cultivates strong working relationships with leading employers/organizations in fields/industries that lead to an informative understanding of the educational and training needs of practitioners in the field/industry. Engages in regional organizations and communities through a variety of forums and represents CSUF as a premier provider of upskilling and reskilling within Orange County and beyond. This external relationship building enables the Program Developer to spearhead the development of programs of high value to each field/industry and to develop the working relationships that also foster the creation and delivery of contracted programs (both custom-designed and/or custom-delivered programs). Cultivates and maintains high-level and diverse contacts within the university system and with outside entities, employers, and agencies.
Works in partnership with Extension and International Programs (EIP) and the university's marketing teams to convey the value proposition, ROI, impact, and stories that drive engagement, enrollment, and revenue. Assumes responsibility and forge a plan to meet enrollment targets, and collaborate with the Marketing Team(s) to align marketing, branding, and outreach strategies are well suited to the specific program(s) and goals. Brings an understanding of marketing analytics and their use in determining relevant and effective marketing approaches, to be enacted by the Marketing Team(s), and will be able to create interventions to address declines in enrollment.
Proactively engages colleagues to move programs and projects forward, meets time-to-completion goals, and is dedicated to fostering meaningful contributions to the programs/projects being moved forward. EIP is a dynamic working environment with regular changes to the scope of its programs and delivery methods, and the Program Developer must be a dynamic professional who welcomes new possibilities and new opportunities and is able to see a range of meaningful potential in them for advancing the educational work of EIP and CSUF.
The Program Developer brings experience and understanding of the intersection between training and educational delivery and a proven track record for working in a multi-modal learning environment. Remains committed to understanding new tools and trends in digital delivery especially as they relate to the needs of adult, working professionals. Thrives in a learning culture where updating one's skills and acumen is essential to ensure a sustainable portfolio that is current and accessible to a broader range of learners. Ultimately, will be an innovative and strategic professional who is able to develop self-support programs that contributes to the economic vitality of the region, serves the ongoing professional development of individuals who can best benefit from CSUF's Extension portfolio, and cultivates market presence/appeal needed to nurture enrollment, revenue, and impact on learners, regions, and the industry. Essential Qualifications:
Bachelors degree or the equivalent from an accredited four-year college or university preferably with courses in adult education and curriculum planning. Three years of experience planning classes and curriculum for higher or extended education programs including developing resources, budgets, and marketing plans, as well as serving as a community liaison. Knowledge of the procedures and practices of educational program and curriculum planning and development. Knowledge of the processes required to plan and construct academic programs and course outlines. Ability to determine needs for new or revised programs, plan hours, and develop course outlines with instructors. Ability to locate instructors and assist them in understanding and completing contract arrangements. Ability to develop budgets and analyze costs. Working knowledge of marketing principles with the ability to implement promotional strategies and utilize social media. Ability to represent the CSU system to the community and develop working relationships. Ability to manage logistics and analyze the cost information and statistics of providing classes. Excellent communication, writing, and interpersonal skills in order to recruit for and work with faculty, staff, advisory boards, representatives of business and industry, and international communities. Ability to work well in a team environment. Ability to effectively multi-task, organize and plan work assignments, events, and responsibilities while meeting deadlines. Experience with financial management in order to work with self-sustaining budgets, grow revenue, contain costs, and manage resources.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Preferred Qualifications:
Masters degree or above. Successful grant and proposal writing. Five or more years of demonstrated experience in planning and managing complex projects with a wide range of stakeholders and demonstrated experience working with a wide range of stakeholders in a dynamic and evolving setting. Demonstrated experience in external stakeholder development. Understanding of online education and experience leading learning and development initiatives. Instructional design experience and understanding of learning design. Project management abilities, and a proven track record for bringing programs and projects from point of ideation to launch to assessment to revision or conclusion. Effective and persuasive writing skills. Direct experience in continuing, adult and online education. Ability to work both externally and internally to meet desired outcomes of the unit and portfolio. Problem solving abilities and the understanding of collaboration, negotiation, and compromise in the process of troubleshooting. Budgeting acumen related to program development, budget preparation, and outreach. Critical thinking and the ability to discern ROI and value proposition. Ability to research, interpret, and implement policies, executive orders and technical letters. Ability to work in a self-motivated context.
