THE DEPARTMENT:
The Executive Director of University Housing Services is a member of the Student Affairs Cabinet. The division is led by a Vice President for Student Affairs who reports directly to the President of the University. The Division of Student Affairs is one of the University's most involved and diverse divisions which provides comprehensive programs and services that promote student learning and success while fostering an inclusive and vibrant campus community. University Housing Services is responsible for delivering a comprehensive student housing experience, which includes operations in residential life, business operations, facilities management, conference services, marketing, and information systems.
DUTIES AND RESPONSIBILITIES:
- Provide leadership and strategic direction for University Housing Services during standard operating years as well as transitional and growth periods.
- Provide leadership and management for an administratively complex organization of three distinct units and summer conference program - including weekly leadership team meetings and monthly all staff meetings.
- Functions as HEERA manager and provides first and second level supervision of 45 staff members and over 150 student assistants; assists staff in, formulating individual performance goals and/ or work plans that are aligned with the departments' mission and strategic plan; meets weekly with direct reports to assess progress towards goals, provides support and direction, promotes accountability, and acknowledges performance milestones.
- Responsible for policy management, budget development, resource coordination, personnel administration, customer service facilities management, as well as overseeing daily operations.
- Responsible for the planning, organizing, directing, budgeting and coordinating all phases of the department's programs including, but not limited to capital planning, maintenance, resident selection, occupancy, management, resident relations, resident services, and administrative services.
- Responsible for policy interpretation and exercises independent judgment within the framework of established policies and existing law governing housing communities (landlord tenant laws / Title V).
Housing Operations / Residential Life
- Directs a staff of business operations, professionals, administrative assistants, clerical support, and technology professionals dedicated to efficient and student-centered provision of contracting, fee collection, program promotion, technology, room assignments, and fiscal services and responsibilities.
- Reviews and approves annual license agreement development.
- Directs staff of residential life team in programming, emergency response, residential education and curriculum, leadership development, student behavior, crisis intervention and residential student government. Ensures campus connectivity with the residents.
- Summer Conferences: Directs a staff of conference professional and paraprofessionals. Coordinates the use of campus facilities for services and programs from late May through early August.
- Works in partnership with the Cal Poly Pomona Foundation, Inc. to collect fees and provide direction to the program.
Fiscal Responsibilities
- Develop, plan, manage and monitor a $40 million operations budget for University Housing Services with over $14 million in annual expenses.
- Align resource allocations with department goals/objectives and provision of services necessary to provide a high-quality residential experience for over 2,700 residents.
- Collaborate with lead staff in Foundation Services to provide meal plans and diming options for the residential community.
- In conjunction with Facilities Planning and Management and University Financial Services, prepare Proforma statements, and financial models for both new housing expansion projects as well as renovations.
- Establishes the annual Dormitory Revenue Fund budget. Establishes annual residence hall room rates and occupancy projections.
- Approves all expenditures and ensures payment to suppliers of services and goods. Responsible for expenditures of Foundation Trust Agreements (Los Olivos, Center Pointe, and Resident Student Program).
Other
- Creates partnerships with internal and external stakeholders:
- Educates campus constituents in the benefits for both the student and the campus in providing housing opportunities for the students.
- Facilitate campus initiatives by providing leadership in committee membership and chairing responsibilities at both divisional and campus levels. Serves as a member or chair of various campus committees.
- Maintains and fosters strong inter and cross-divisional relationships, with particular emphasis on Student Affairs and Administrative Affairs.
- Ensures the provision of professional development opportunities for staff.
- Ensure staff models and advances the Divisional values in every aspect of the operation.
Facilities Management, Capital Planning, and New Construction
- Directs a staff of maintenance and custodial professionals dedicated to the pursuit of maintaining clean, safe and desirable residential facilities. Establishes annual and projected major maintenance and repair priorities.
- Approves policies on the collection of residence hall damage fines, inventory protocol, room inspections, and disaster preparedness procedures.
- Leads and works closely with campus Facilities Planning in on-going efforts to increase the number of beds at the University.
- Provide leadership for the expansion of student housing on the campus, including the $180 million planning and design project of the replacement first year housing facilities and dining commons.
QUALIFICATIONS:
- An earned master's degree in education, student personnel, business/public administration, or a related field is required. An earned doctorate in a relevant discipline or current enrollment in a doctoral program is preferred.
- Seven (7) years' experience in student housing, student life, privatized housing, or property management in administrative roles at the Assistant/Associate Director level or above or equivalent managerial experience.
- A record of demonstrated accomplishment with the following services within student housing: new housing design and development, residential life programs and services, student conduct, housing maintenance and capital planning, summer conferences and comprehensive fiscal planning, including reserve management.
- Excellent interpersonal and communication skills, including demonstrate ability to work effectively with people of diverse backgrounds; an engaging leadership style and record of accomplishment in consulting and collaborating with campus constituencies to develop, administer, and improve student services; evidence of strong commitment to the University's student-centered philosophy and a keen understanding of current issues confronting students and higher education.
PREFERRED EXPERIENCE:
- Working knowledge of the financial procedures of the CSU
- Experience with PeopleSoft highly desirable
- Ability to work effectively and maintain positive relationships with diverse individuals across the campus in policy interpretations and compliance.
