DEPARTMENT OVERVIEW
UC Systemwide Procurement is the procurement/supply chain hub for the University of California system, with over $10 billion in annual spend. We partner with campus procurement offices to develop and implement systemwide supply chain strategies and policies that leverage UC's vast purchasing power to optimize spend and deliver positive social and environmental impact. Systemwide Procurement is transforming how UC purchases goods and services to maximize benefit to the UC system while improving quality and service to our campuses and beyond. We apply best-in-class sourcing methods with emphasis on sustainability and supplier diversity, invest in leading tools and technology, and cultivate strategic supplier partnerships to source the highest quality products and services for the absolute best value. POSITION SUMMARY
The Director, Change Management and Strategic Communications serves on the Systemwide Procurement Extended Leadership Team and manages the department's Communications Team. This role works in partnership to develop strategic change management, communication and training plans, and leads the delivery of impactful organizational change and effective and measurable stakeholder communications and trainings within Systemwide Procurement and across the university-wide UC Procurement stakeholder populations. Recognized as an influential leader and change management and communications expert, the Director brings wide-ranging experience, and applies organizational development and change management concepts to meet the organization's unique needs and specific objectives, and to resolve complex procurement-related challenges with university-wide impact. The Director collaborates across stakeholder groups and functional areas, aligns the broader organization to key concepts, builds support for unprecedented initiatives, and motivates the organization and stakeholders to adapt and adopt new processes and approaches for continuous improvement and Procurement transformation.
Key Responsibilities
35% CHANGE MANAGEMENT STRATEGY, DELIVERY AND ASSESSMENT Develop and deliver comprehensive change management, communications and training strategies to align with organizational needs and objectives internal to Systemwide Procurement and across the broad UC Procurement base of stakeholders, including leadership, external partners and suppliers. Provide significant influence on identifying and framing systemic organizational issues and formulating approaches for addressing. Advance major organization initiatives through strategic planning and execution. Develop key performance indicators (KPIs) and metrics to assess, measure and report on impact and effectiveness of tools, processes and approaches of change management activity and strategy. Regularly evaluate and adjust strategies based on performance data. Design and implement employee engagement programs to cultivate a positive and inclusive work environment. Measure and analyze employee sentiment to continuously improve engagement initiatives. Serve as a Knowledge Expert on Industry Trends and Best Practices.
35% STRATEGIC COMMUNICATIONS LEADERSHIP Serve as the communications lead and represent Systemwide Procurement and UC Procurement in location-wide and systemwide engagements. Ensure consistent team coordination with other UC and UC Office of the President communication initiatives, ensuring compliance with all University policies, branding and best practices. Support UC Procurement leadership in communicating key initiatives and delivering organization messaging in a strategic and impactful way. Develop and implement strategic communication plans, tools and processes to motivate and engage colleagues and stakeholders and achieve objectives and meet organizational goals. Ensure consistent messaging across all channels for a cohesive organizational image. Identify gaps and synergies in training and communication activities, proactively solving resource allocation to meet organizational needs. Lead, manage, and mentor a team of communication professionals, fostering professional development and an innovative team culture.
20% ORGANIZATIONAL EFFECTIVENESS Consult with leaders across Systemwide Procurement, UC Office of the President, UC campuses, suppliers, and community stakeholders to enhance organizational strengths and address challenges. Ensure procurement and organizational effectiveness, building continuous improvement pathways to excellence. Stay abreast of industry trends, emerging communication technologies and best practices, and actively seek out opportunities to apply to UC Procurement. Implement innovative communication approaches to build support and engagement on operational excellence and organizational effectiveness activities. Provide strategic guidance on messaging to maintain and enhance UC Procurement's reputation. Develop and implement crisis communication plans for prompt and transparent issue resolution. Design and implement employee engagement opportunities to support a positive and inclusive work environment and high performing teams. Measure and analyze employee sentiment to continuously improve engagement initiatives.
10% TEAM LEADERSHIP Lead, manage, and mentor a team of communication professionals, fostering professional development and an innovative team culture. Provide pathways for team members to strengthen skills that align with the current marketplace and the organization's direction, including the areas of strategic planning, new and evolving communication channels, innovative tools and training approaches, and advances in technology. Provide guidance and direction and offer coaching and constructive feedback to ensure efforts are effective and aligned to meet objectives.
Experience Required Qualifications
Min 10 years of related experience leading complex, mission-critical strategic Change Management or communication initiatives, including 5 years of managing a team of direct reports.
Preferred Qualifications
Min 5 years Direct Strategic Sourcing or Procurement process experience.
Min 4 years Large-scale Change Management in matrixed organization.
Min 2 years Procurement, supply-chain organization leadership.
Skills and Abilities Required Qualifications
Thorough knowledge of organization and system operations, protocols and procedures.
Demonstrated people leadership and management to lead teams, including management of staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work, and hiring and training employees and skilled contractors/consultants.

Advanced knowledge of organizational theory and ability to translate into practice and advanced knowledge of organizational consulting.

Education Required Qualifications
Bachelor's degree in Communications, Marketing, Business, Public Administration or related area and/or equivalent experience / training.

Travel Requirements 25% Travel to campuses as needed
SPECIAL CONDITIONS
This position has been approved for a hybrid work arrangement. The person hired will be required to reside in the state of California and will be asked to report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA at least two days per week, subject to change.

Full Salary Range: $129,600 - $254,400
The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
