Position Information: The full salary range for the Contracts Specialist is $59,000- $103,400 annually. However, the expected pay scale for this position is up to $81,869 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.
The Contracts Specialist performs professional, analytical and administrative duties related to the contracting, finance, service operations, and mission objectives of Planning, Design & Construction and the campus. The Planning, Design & Construction unit manages the programming, design, and construction of new and remodeled major and minor capital projects, with an active project load of over $1.1 billion. The Contracts Specialist is responsible for the contracting of professional design staff, design professionals (architects, engineers, etc.), contractors, inspectors, and others associated with the project for the design and construction of new buildings, renovation of existing buildings, renewal of building systems and facilities and deferred maintenance and seismic retrofit projects of the University of California, Riverside.

Bachelor's degree in related area and/or equivalent experience/training. Required
Experience Requirements
2 - 4 years of related experience. Required
2 years of experience in coordinating construction contracts and documents in a Higher Education environment. Preferred

May be required to drive to various locations off and on campus to compile, retrieve and file plan documents and other materials. Required

Minimum Requirements
Working knowledge of internal departmental/unit operating policies, applicable state and federal regulations and general contract terms.
Working knowledge and understanding of specific contracting assignments.
Written, verbal and professional interpersonal communications skills; and ability to deal effectively with broad and diverse constituencies enduring strong customer service orientation and skills.
Organizational, presentation and negotiation skills.
Listing and political acumen skills.
Familiarity with design and construction contracts, contract law, public contracting code, and construction claims procedures. Ability to draft modifications to standard agreements. Knowledge and experience to effectively create and review design and construction documents, review contractor submittals.
Excellent computer skills and knowledge of various computer software programs including, but not limited to MS Word, Excel, PowerPoint, Project, and Outlook; and construction project management software.
Analytical, organizational and problem recognition/avoidance/resolution skills. Ability to manage contracts and associated documentation; maintain compliance to the agreed-upon scope of work and budget.
Ability to deal effectively with broad and diverse constituencies enduring strong customer service orientation and skills.
Preferred Qualifications
Knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
Knowledge of U.C. Policy and Procedure related to facilities, planning, design and construction.
Understanding of the California Public Contract Code.
