DEPARTMENT OVERVIEW
Transportation and Parking Services (TAPS) supports the University mission of academics, research and public service by providing and managing access to UC Santa Cruz and overseeing the planning, design and operation of the facilities and programs associated with parking, transit services, and bicycle / pedestrian circulation.
The Administrative Supervisor of Parking Sales and Enforcement will oversee the daily operations of the Parking Sales Office, which manages 430 permit types for all faculty, staff, students, visitors, and construction parking and provides administrative review of all parking citation appeals for the campus.The incumbent will advise affiliates and visitors on complex policies and procedures, parking accessibility, transportation alternative programs, and campus events through both written and verbal means. This position will provide backup supervision and support for Parking Enforcement operations as needed.
APPOINTMENT INFORMATION
Budgeted Salary: $83,000/annually. Salary commensurate with skills, qualifications and experience. Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES
35% - Parking Sales and Administrative Operations
Oversees and monitors virtual sales for daily and annual permits.
Oversees and implements the undergraduate permit appeal process.
Oversees all aspects of the parking citation appeal process.
Tracks and verifies all payroll and student billings are received.
Provides and creates audit trails for transactions as they apply to permit sales, permit and/or program changes, modifications, or cancellations.
Assists in the audit of monthly, quarterly, and annual reports regarding employee and student account transaction balances and provides accurate documentation for account reconciliation.
Performs records disposition as identified in UC Records Retention policies.
Verifies billing accounts are current when selling and auditing to minimize loss. Assists in the audit of Retiree accounts to verify employment status and eligibility.
Works with the Parking Enforcement Manager to schedule the maintenance or replacement of citation handheld units, two-way radio systems, fire extinguishers, departmental vehicles, and other essential equipment.
Collaborates with department stakeholders to direct the enforcement of parking regulations and the issuance of parking violation citations.
25% - Customer Service Management
Ensures consistent and diplomatic customer service by all Sales Office staff via email, phone, and in-person interactions.
Provides training and coaching for Sales Office staff to ensure affiliates receive high-quality customer service.
Handles escalated complaints and public relations for parking enforcement.
30% - Supervision and Training
Ensures compliance with applicable departmental and University policies and procedures, including California Vehicle Code, UCSC Traffic & Parking Code, and rules and regulations that are relevant to position duties and tasks.
Coordinates and oversees the work of staff in the Parking Sales Office to ensure staffing levels are appropriate to handle customer needs and business operation levels are met.
Recommends hiring of new employees, transfers, promotions, salary actions, terminations, performance management, and budget allocations. Selects, develops, and evaluates personnel to ensure effective and efficient operation.
Implements appropriate safety training and Injury and Illness Prevention Program (IIPP) measures in collaboration with the Associate Director and other subject matter experts. Ensures a safe working environment.
Provides backup supervision to the Parking Enforcement team as needed.
10% - Other Duties
Participates in event parking planning and execution, including traffic management duties as needed, for large campus events.
Will operate a University-owned vehicle to complete job tasks.
REQUIRED QUALIFICATIONS
Bachelor's degree in related area/or equivalent experience/training
Broad working knowledge of parking policies and procedures in parking enforcement, sales, events, public administration, transportation or a combination of these skills and experience.
Demonstrated subject matter knowledge of parking enforcement and sales office procedures to train and guide employees.
Demonstrated skills in employee supervision and human resources administration.
Interpersonal and customer service skills to collaborate, coordinate, and integrate with others throughout the organization. Maintains cooperative working relationships with professional and administrative staff, peers, multidisciplinary team members, management and other campus units. Ability to interact with a diverse population in a high volume, customer focused work environment.
Leadership skills to motivate and inspire staff.
Excellent organizational skills to structure unit operations and lead staff in an efficient and effective manner.
Demonstrated skills in developing, implementing and assessing programs.
Effective conflict resolution skills with the ability to maintain equanimity in the face of resistance
Solid verbal communication skills to explain program policies and processes to actively listen, to persuade, to advise, and to counsel.
Ability to apply principles to ensure operations meet UCSC policies and procedures as well as state and federal regulations.
Ability to effectively manage multiple priorities and execute plans to meet deadlines
Ability to interpret and explain complex policies and regulations to faculty, staff and students.
PREFERRED QUALIFICATIONS
Familiarity with the UCSC campus and campus parking and knowledge of the parking online systems, such as Parkmobile.
Knowledge of UC/UCSC policies and procedures.
Familiarity with California and Federal MUTCD (Manual on Uniform Traffic Control Devices) standards.
Public sector experience in the parking and transportation industry and knowledge of related Federal, State, and local codes and regulations.
SPECIAL CONDITIONS OF EMPLOYMENT
Selected candidate will be required to pass a pre-employment criminal history background check.
Must possess a valid license to drive in the state of California and be able to participate in the Department of Motor Vehicles (DMV) pull notice program.
The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs. If a hybrid work schedule is confirmed, the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.
Ability to work occasional evenings and weekends as directed.
Ability to work on-call.
Ability to respond to emergencies after hours as necessary.
Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
Ability to maintain appearance and conduct suitable for working in a professional setting.
