The incumbent also spends the majority of their time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff, establishing departmental goals and objectives, and functioning with autonomy. The incumbent will manage the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives, ensuring subordinate supervisors and professionals adhere to defined internal controls. The incumbent manages systems and procedures to protect departmental assets, receives purchasing department / function assignments that are subject to a moderate level of control and review, while also directing purchasing staff to complete assignments using established purchasing guidelines, procedures, and policies. The incumbent may also perform more complex purchasing assignments within functional area of responsibility. The incumbent is actively involved in the acquisition of goods and services including equipment acquisition, contracting for professional services, design and / or construction services, business contracts, maintenance services, consulting and personal services.

Required Qualifications:
Thorough knowledge of the procurement function
Skills associated with directing supply chain function ensuring adherence to purchasing practices and guidelines
Minimum five years previous working experience in supply chain a healthcare environment
Management skills required to lead department, including management of staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work, and hiring and training employees
Demonstrated work experience with e-commerce
Demonstrated work experience using an automated purchasing/inventory control system
Demonstrated understanding of MS Office programs, including Word, Excel and Access
Demonstrated knowledge of end to end supply chain
Demonstrated knowledge of business subjects such as purchasing, inventory systems & controls, and/or accounting
Demonstrated effective written and verbal communication skills
Demonstrated effective interpersonal skills required in interacting with both internal and external resources across the health system
Bachelors' degree or equivalent combination of education and experience
Ability to evaluate conditions of task assignments and make recommendations to improve, revise, and/or clarify systems, procedures, and policies, etc. to promote increased efficiency in assignments and department operations
Preferred Qualifications:
MBA
Certified Purchasing Manager (CPM) designation
