Description
Oversees and manages Metro engineering activities to ensure compliance with Metro and local regulatory requirements; oversees and administers the design, procurement, construction, and installation of major transit systems, facilities, or equipment; oversees the management of consultant contracts for design, construction, or procurement of transit systems and associated, equipment, hardware, software, or needed services.

Examples of Duties
Oversees and manages Metro engineering activities to ensure compliance with Metro, federal, state, and local regulatory requirements
Oversees and administers the design, procurement, construction, and installation of major bus or rail facilities, equipment, communications and control systems, and other subsystems
Oversees the management of consultant contracts for design, construction, or procurement of facilities, equipment, hardware, software, or other needed services
Negotiates consultant and equipment contracts, including contract changes; oversees change control process
Directs preparation of feasibility and trade-off studies, scopes of work, RFIs (Requests for Information), and technical reports
Administers and monitors work and contracts for compliance with budget, schedule, standards, and objectives
Analyzes modifications, designs, and activities for feasibility, safety, security, performance, reliability, maintainability, cost effectiveness, and requirements compliance
Prepares estimates and assists with the planning of budget and staffing needs and assists in preparing department and project budgets
Prepares and presents reports to management, staff, and external stakeholders
Resolves design, constructions, and operations problems
Represents Metro before outside agencies
Recommends design and activity improvements for efficiency, compliance, and cost-effectiveness
Organizes, supervises, and provides guidance to assigned staff; responsible for employee performance evaluation
Serves as chairperson for design reviews and other technical meetings
Manages the disposal of liquid hazardous waste and contaminated soil from Metro operating facilities
Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education
Bachelor's Degree in Engineering in appropriate discipline or a related field; Master's Degree in a related field preferred
Experience
Five years of relevant experience as an engineer of commercial, transit, industrial facilities, or public works projects, or five years of relevant experience in electronic control and computer hardware and software; requires at least two years specialized experience in area of assignment; Metro and/or public transportation experience preferred
Certifications/Licenses/Special Requirements
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
State of California registration as a Professional Engineer
Preferred Qualifications
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
The following are the preferred qualifications:
Experience managing facility improvement projects for transit including civil, structural, mechanical, utility, electrical, and construction
Experience drafting in AutoCAD and Visio, MS Project and MS Point Point for project communication
Essential Knowledge
Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
Theories, principles, and practices of engineering
Design, construction, installation, fabrication, and operation of transit systems, facilities, or structures
Maintenance methods and philosophies for transit systems or facilities
Advanced troubleshooting and problem-solving theories and techniques
Hazard Analysis and Design for Safety principles
Project controls and project management.
Engineering mathematics
Principles of supervision and leadership
Applicable local, state, and federal laws, rules, and regulations governing environmental, engineering, equipment, construction standards, or rail operations
Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
Microsoft (MS) Windows and applications, including Office and/or Project
Computer-Aided Design, e.g., AutoCAD
Critical thinking
Technical writing, including reports, memoranda, specifications, and statements of works
Supervising a technical staff
Analyzing and resolving root causes of technical problems
Communicating effectively orally and in writing
Ability to (defined as a present competence to perform an observable behavior or produce an observable result)
Interact professionally with various levels of Metro employees and outside representatives.
Perform complex engineering calculations
