DESCRIPTION
Under general direction of the Director of Engineering Services, the Project Manager Electrical Engineer is accountable to the campus and health system to provide projects that are on schedule, within budget, high quality, sustainable, cost effective, and appropriate to the client's needs. The Project Manager Electrical Engineer organizes, plans, and controls the design and construction effort for individual projects. This may involve selecting professional design staff; coordinating the activities of clients, design professionals (architects, engineers, etc.), contractors, inspectors, and others associated with the project; monitoring project progress, cost, and quality; resolving problems that arise in the project; and working with state agency officials to ensure compliance and safety. Communicates with project stakeholders regarding program, budget, schedule and construction impact. Completes and warrants the project to department and University specifications.
Provide professional engineering advice and assistance to the entire campus and health system, including the Associate Vice Chancellor, Senior Directors, Director of Engineering Services, Project Managers, Planning, Parking, Facilities Management, and representatives of the Office of the President. Professional assistance may include, but is not limited to, 12kv distribution system, high voltage switchgear, motor-control centers, low voltage security and life safety systems, pneumatic tube systems, SCADA systems, and short circuit and coordination studies. The Project Manager Electrical Engineer will have advanced skills and will be responsible for all aspects of the design and construction process for major and significant building projects, or highly specialized and critical components of these projects. Projects are often characterized by their complexity. Exercises independent judgment in selecting methods, techniques and evaluation criteria for obtaining results, and may oversee, manage, supervise, or provide guidance to other Facilities Project Managers and/or Analysts.
QUALIFICATIONS
Bachelor's degree in related area or an equivalent combination of experience/training. Advanced knowledge of building and construction, design, construction contract administration and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline.
Proven working knowledge of architectural, engineering, and construction practices, with an emphasis on electrical engineering. Knowledge of applicable codes and regulations, and ability to provide technical advice based on sound understanding of construction principles and practice. Ability to perform general plan checks to identify potential design and construction problems. Advanced knowledge of short and long range strategic building plans.
Advanced project management skills to effectively manage highly complex projects, or highly specialized and critical project component. Demonstrated working knowledge of standard design and construction sequences and durations necessary to prepare, monitor, and manage detailed project schedule.
Advanced knowledge and experience with 12kv electrical distribution system and building power and lighting systems. UC San Diego's campus system includes medium voltage power distribution, both normal and emergency power, switching stations, and electric generation.
Working knowledge and experience with medium voltage and building level operations, switching schemes and procedures, and power transfer during emergency. Working knowledge and experience with building telemetry, SCADA, security and alarm systems, telecommunications and data network systems, and complex electrical system relays.
Familiarity with California and applicable building codes and regulations, and professional design experience to effectively direct and review the preparation of design and construction documents, review and approve contractor submittals, and to effectively resolve field problems during construction.
Thorough working knowledge of California Building Code, Title-24 and Americans with Disabilities Act (ADA) requirements, Office of Statewide Health Planning and Development (OSHPD), Division of State Architect (DSA) and State Fire Marshal (SFM) code and policy requirements for hospital construction (Medical Center only).
Advanced ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget. Demonstrated construction administration experience and skills to monitor contractor operations for conformance to contract documents and applicable codes, review and negotiate
