DEPARTMENT OVERVIEW
The California Digital Library (CDL) is a collaborative effort of the ten campuses of the University of California. As a UC systemwide library, CDL provides services to and on behalf of the UC system in partnership with the UC campus libraries. As a globally-connected digital library, CDL occupies a unique position between the local UC campuses and the global digital library infrastructure. The primary user base for CDL services and programs includes UC faculty, students, and library staff. The CDL is a unit within the UC Office of the President, has a staff of 70+ and is located in downtown Oakland.
The CDL's Publishing, Archives, and Digitization (PAD) program provides the University of California scholarly community with innovative open access publication and distribution services and aggregates world-class digital collections from libraries, archives, and museums throughout the State of California, serving an array of end users including researchers, scholars, students, and the general public.

POSITION SUMMARY
The Technical Team Manager leads a development team responsible for the technical architecture, operations, and continued evolution of systems and services for the Publishing, Archives, and Digitization (PAD) program at the California Digital Library (CDL). Working closely with the group's Director, Associate Director, and Senior Product Managers, the incumbent will help support vital and innovative services for the University of California community, including but not limited to: eScholarship, UC's open access publishing and institutional repository platform; Calisphere, an open gateway of digitized primary source materials from cultural heritage institutions at UC and throughout California; and technical processes supporting CDL's coordination of UC's participation in HathiTrust. The incumbent will also work with other technical leaders at CDL to provide cross-organizational technical strategic guidance, planning, and decision making, and will collaborate with staff from other organizations with whom CDL partners.
The Technical Team Manager will actively manage a team of developers to ensure that systems provided by the group are reliable, robust, and efficient; effectively meet service goals and the needs of end users; and conform to relevant domain and development best practices and standards. The incumbent will also be responsible for assigning projects, tasks, and other responsibilities to direct reports, as well as supporting their ongoing professional growth.
Responsibilities
30%Provides management of application programming development and software testing to ensure that a large suite of technically diverse, complex applications, in various phases of development and maintenance, are built well, run smoothly, and provide a robust user experience. 25%Builds a strong, effective technical team by applying proven human resources management skills in staff selection, development, direction, and evaluation. Prioritizes progress towards goals of greater diversity, equity, and inclusion. Creates a strong culture of teamwork and collaboration to ensure the quality of daily operations and the timely achievement of objectives. Provides staff with constructive feedback and opportunities for professional development. 20%Works with leadership and senior product managers to strategically prioritize and schedule development work based on programmatic needs. Oversees system development resource estimates, deliverables, and timelines. Prepares and presents technical project plans to management and the larger Publishing, Archives, and Digitization team. 15%Establishes programming standards and program documentation requirements. Works with the team to improve or streamline processes and procedures, in conjunction with industry best practices. 10%Collaborates with key staff and managers across the organization to identify issues with policies, operating procedures, and system applications and prepares recommendations for improvements.
Required Qualifications
- Minimum of 5 years proven experience managing a technology team within a complex technical environment.
- Thorough knowledge of technical development best practices and resourcing, sufficient for application building, technology assessment, and strategic planning.
- Demonstrated skill in managing technical staff, including providing ongoing mentoring, encouraging staff development, and employing conflict resolution strategies.
- Experience in the management of ongoing technology infrastructure evaluation and implementation, to include the identification and integration of suitable emerging technologies, including open source and/or vendor-supplied products.
- Thorough and up-to-date knowledge of architecture strategies, environment design, and system provisioning for complex applications, including familiarity with the AWS ecosystem.
- Experienced in leading technical, organizational, and other change management activities and managing their impact across the unit or department. Demonstrated ability to make clear and timely decisions.
- Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication. Critical thinking and problem solving skills to support the resolution of complex issues and to recognize new opportunities as they emerge.
- Familiarity with the library technology domain, particularly as it pertains to publishing, cultural heritage, repository, and aggregation platforms.
Education
- Bachelor's degree in related area and / or equivalent experience / training.
SALARY AND BENEFITS
Salary: Recommended salary range is $145,000 - $155,000, commensurate with experience.
